Can someone force you to wear a bra and is there any legal action I can take?

The place wear I stay has been hounding the woman about wearing bras in the community space They say it states in Community Guidelines that we must be fully clothed but it doesn't define it and apparently wearing a bra under clothes is being fully clothed I had on my typical Pj wear shorts and a lose shirt and i was told i had to put a bra on in order to be fully clothed.
