Why do US troops wear scruffy clothes in public?

In the Navy you don't just walk around in the uniform that you wanna wear we have uniforms that are prescribed as the uniform of the day but I guess thats because we actually WORK!! maybe you should have researched this fact before you asked the question why would we wear a dress uniform to work??
