How to tame my budgie?

Well he's spent 4 months in an avary and he's left his family and has been quite scared. On chrisrtmas eve we left him to settle in and yesterday we practiced getting him on our finger / hand. He came out yesterday, hit the window a few times, landed on some ornaments BUT he did return to his cage which is good. He flapped around his cage when we first practiced with him, and although he's still very timid and scared he's not as bad as he was. We need to push under his belly for him to come on, but then he seems okay when he gets back on his perch. He talks a lot, and eats his seed on a stick thing, however hasnt touched his normal food & unknown about his water so far. He moves along the first perch to the swing to the other perch, but hasnt touched the bottom perches unless really nessacery. Any advice?
